Railway Minister Ashwini Vaishnav clarified in a written reply to a question in the Lok Sabha on Wednesday (December 17, 2025) that there is a maximum limit for free luggage for passengers traveling by train, which is being followed.
In response to a question asked by MP Prabhakar Reddy Vemireddy, Railway Minister Ashwini Vaishnav said that according to the existing baggage rules for railway passengers, there is a classification of carry-on luggage for each class of passengers in the train.
That is, if the passenger is traveling in AC first class, then he will be able to carry luggage only up to the maximum limit of 150 kg, however, in the free allowance, he will be able to carry only 70 kg of total luggage. Apart from this, if the passenger is traveling in First Class/AC 2 Tier, then the maximum limit of carrying luggage is 100 kg, while only 50 kg of free allowance is allowed.
How much luggage can be carried for free in AC three tier?
Similarly, if the passenger is traveling in an AC 3 tier / AC chair car, then the maximum limit for carrying luggage is 40 kg while only 40 kg is allowed in the free allowance. Whereas if the passenger is traveling in sleeper class then the maximum limit of luggage is 80 kg and the free allowance can be taken up to 40 kg.
Similarly, if the passenger is traveling in second class, then the maximum limit of luggage is 70 kg while the free allowance is allowed to carry up to 35 kg.
The Railway Minister also said that the maximum limit includes free allowance. If a passenger wants to carry more luggage than the free allowance, he can carry it in the compartment up to the maximum limit by paying the prescribed fee (1.5 times the luggage rate).
What is the railway rule regarding luggage?
Apart from this, the Railway Minister has also clarified the rules regarding the size of luggage, according to which passengers can take with them only those trunks, suitcases or boxes in their coach whose size does not exceed 100 cm × 60 cm × 25 cm (length × width × height).
The Railway Minister has also said that if the size of a passenger’s luggage is more than this, then such luggage will not be allowed to be carried in the passenger compartment and it will be necessary to book it in a brake van (SLR) or parcel van. Apart from this, any kind of commercial or merchandise item is not allowed to be carried in the compartment as personal luggage.
This means that at present neither any increase nor any reduction in the weight allowance for passengers is proposed. The existing rules of Railways regarding luggage will remain applicable as before.
