On Tuesday (December 9, 2025), on the ninth day of the winter session of Parliament, a question was asked to Union Home Minister Amit Shah in the Lok Sabha regarding leftist extremism. The question asked was, what is the current status of leftist extremism? And what is the government’s plan regarding the rehabilitation of the Naxalites who have surrendered?
Answering this question, Union Minister of State for Home Nityanand Rai said, ‘Maoists neither believe in the Constitution of India nor in the democratic system. Over the years, these militants have killed thousands of innocent civilians, orphaned children and ruined the marriage of women. According to the government, due to the continuous action of the security forces, the capability of the militant organizations has been significantly weakened and a large number of cadres are surrendering.
Home Ministry gave information in Lok Sabha
Answering the question about the rehabilitation plan after the surrender of Naxalites, Nityanand Rai said, ‘Since June 2019, 29 top Naxalite leaders have been killed, out of which 14 were killed in this year alone (2025). At the same time, since 2019 till now, 1,106 militants have been killed, 7,311 arrested and 5,571 have surrendered. The government claims that the militants’ ability to fight the security forces has almost ended and that is why they are giving up weapons in large numbers.
Government made assistance package for Naxalites returning to mainstream
The central government has also prepared a package of financial assistance for the Naxalites who surrender and return to the mainstream. According to this,
• Rs 5 lakh to high cadre Naxalites
• Rs 2.5 lakh to Naxalites of other cadres
• Additional amount on surrender along with arms
• Monthly stipend of Rs 10,000 for 3 years during training
Apart from this, under the rehabilitation policies of the states, education facilities to children, relief to injured/disabled and livelihood assistance to women are being provided. According to the Home Ministry, this year alone 2,167 Maoists have returned to the mainstream.
Union Minister of State for Home targeted the previous governments
Answering the question in the Lok Sabha, the Union Minister of State for Home took aim at the previous governments and said that they kept considering it as a state subject for years, hence no concrete policy was made at the national level. In 2015, the Modi government adopted a ‘Whole of Government’ approach and implemented an integrated strategy on both security and development fronts.
Central government took effective steps to eradicate Naxalism
Among the effective steps taken by the Central Government to eradicate Naxalism,
• 574 CAPF companies deployed in affected states
• Approval of thousands of crores of rupees in security expenditure, special infrastructure and assistance schemes.
• 706 fortified police stations
• Formation of Bastaria battalion of CRPF.
• 17,573 km road construction, 85% work completed
• 10,651 mobile towers, 46 ITI, 49 skill centers
• 11 Kendriya Vidyalaya, 6 Navodaya Vidyalaya, 258 Eklavya Vidyalaya
• Includes 6,025 post offices, 1,804 bank branches, 1,321 ATM establishments.
Apart from this, if we talk about decline in violence, according to the government, leftist violence has decreased by 81% in 2024 as compared to 2010.
June 2004-May 2014 vs. June 2015-May 2025
• 56% reduction in violent incidents
• 70% reduction in civilian deaths.
• 75% reduction in deaths of security forces.
• 71% reduction in total deaths
Only 110 incidents and 44 deaths were recorded in June–November 2025.
Between the years 2014 to 2025
• Affected states: reduced from 10 to 5
• Affected districts: reduced from 126 to 11
• Affected police stations: reduced from 465 to 106.
According to the government, 9,588 Maoists have laid down their arms since 2014, including 2,167 who surrendered this year.
