On Tuesday (July 22, 2025) in both the houses of Parliament, Rajya Sabha and Lok Sabha, the opposition raised slogans about their demand. Opposition MPs wanted to discuss the special intensive revision case of the voter list in Bihar, but the opposition MPs shouted slogans after not getting permission. Due to this, the proceedings of Rajya Sabha had to be postponed several times. The same situation was also with the Lok Sabha.
This uproar continued even when the proceedings of the House resumed at two o’clock in the afternoon. After this, both the Lok Sabha and Rajya Sabha, both houses were adjourned till Wednesday (July 23, 2025). Shortly after the commencement of the Rajya Sabha proceedings on Tuesday morning, there was a tremendous uproar in the House.
Uproar over voter list change in Bihar
On the commencement of the Rajya Sabha proceedings, opposition MPs raised the issue of changes in the voter list in Bihar. Opposition MPs wanted a detailed discussion on the matter of special intensive revision (SIR) of Bihar Voter List.
At the same time, the demand for discussion on the resignation of Vice President Jagdeep Dhankhar on behalf of the opposition was also kept in the House, but all these demands were rejected by Asana, after which the uproar in the House increased and the Rajya Sabha proceedings had to be postponed till 12 noon, just 4 minutes after the commencement of proceedings.
Many parties gave notice to Deputy Chairman
MPs of several opposition parties including Congress, Rashtriya Janata Dal, Aam Aadmi Party, Samajwadi Party and Trinamool Congress had given notice to the Deputy Chairman for discussion on the matter of intensive review in Bihar voter list. These notices were given under Rule 267, but the Deputy Chairman rejected this notice.
After this, the opposition MPs stood up from their places shouting slogans. In view of this uproar in the House, the proceedings of the House were postponed. Earlier, the Deputy Chairman told the House that he had received a total of 12 notices for discussion under Rule 267. All these notices were rejected.
Notice also regarding the resignation of chairman Jagdeep Dhankhar
Opposition MPs Syed Nasir Hussain, Akhilesh Prasad Singh, Ranjit Ranjan, Neeraj Dangi, Ashok Singh, Manoj Kumar Jha and Ramjilal Suman etc. gave notices for discussion in Bihar voter list review case. At the same time, opposition MP Santosh Kumar P. had given notice to the demand for discussion on the sudden resignation of Vice President and Rajya Sabha Chairman Jagdeep Dhankhar.
Deputy Chairman Harivansh, who is on the posture, cited the old decisions regarding Rule 267 and said that all these notices have been rejected. After this, the opposition MPs started shouting slogans. MPs of various opposition parties including Congress, Samajwadi Party, DMK, AAP Aam Aadmi Party and Rashtriya Janata Dal came forward from their seats shouting slogans.
Angry MPs kept raising slogans continuously
These MPs were demanding the Rajya Sabha Deputy Chairman to discuss the Bihar voter list case immediately. Angry MPs continued to shout slogans over their demand. Seeing the uproar, the Deputy Chairman had to adjourn the proceedings of the House till 12 noon. Even after the commencement of the proceedings of the House at 12 o’clock, there was an uproar and in a short time the proceedings of the House were adjourned till 2 pm. The same situation remained at 2 o’clock, due to which the proceedings of the House were postponed for the whole day.
It is worth noting that on Monday (July 21, 2025), the Rajya Sabha Chairman and Vice President Jagdeep Dhankhar resigned from his post citing health reasons. After the resignation of Jagdeep Dhankhar, the Deputy Chairman is now taking the proceedings of the Rajya Sabha.
