Indian Navy Chief Admiral Dinesh K. Tripathi delivered his address at the Indo-Pacific Regional Dialogue 2025 held in New Delhi on Tuesday (October 28, 2025). He said that in these difficult times of complex and interrelated challenges, maritime security cannot be seen from the narrow perspective of merely preventing threats. He said that this needs to be understood as Professor Rickman’s ‘Dynaxic Challenge’, which is both dynamic and complex.
The Indian Navy is organizing a three-day conference at the Manekshaw Center from Tuesday to Thursday (28 to 30 October), in which naval officers and experts from many countries are participating. In which Admiral Tripathi said, ‘For centuries, the seas have been the oldest routes, carrying not only commerce and culture, but also curiosity and adventure (from one place to another).’ He said that from deciding the fate of countries to writing the future of humanity, the sea has always been the truest measure of our shared destiny.
Maritime security and maritime development Not two different things – Navy Chief
Admiral Tripathi said, ‘The diverse participation of more than 30 representatives from different countries underlines the belief and collective commitment that the future of the Indo-Pacific must be shaped through dialogue, cooperation and mutual trust.’ He said that maritime security and maritime development are not two different things, but they are two things that advance our collective journey towards peace and prosperity.
He said, ‘Global maritime trade is showing signs of tension due to conflicts, coercion or disaster. According to a recent report, growth in global maritime trade is projected to be 0.5 percent in 2025, much lower than 2.2 percent in 2024. Such a decline not only indicates slowness in business, but it also indicates strategic weakness. The Red Sea crisis has demonstrated how a single maritime blockage can impact global freight indices, insurance premiums and food prices.’
Navy Chief mentioned global turmoil
During this time, the Navy Chief also mentioned the global turmoil and said that such activities are increasing in the sea, which are blurring the distinction between competition, crime and conflict. He said that illegal fishing, piracy, arms and drug trafficking and human trafficking have emerged as major causes of maritime tension. At the same time, artificial intelligence (AI), autonomous systems and commercial satellites are now reshaping maritime awareness and response strategies.
