National President of Minority Morcha, Jamal Siddiqui, wrote a letter to Uttar Pradesh Chief Minister Yogi Adityanath on Thursday (October 23, 2025). In his letter, he requested to stop the process of including Kamil and Fazil degree holders in the Legislative Council (MLC) voter list.
Jamal Siddiqui told CM Yogi through a letter that the process of including Kamil and Fazil degree holders in the Legislative Council (MLC) voter list is going on. This process will continue till November 5. He said that by recognizing these degrees issued by the Madrassa, they are being added as eligible to become a voter and participate in the (MLC) elections. This process is extremely worrying because the Kamil (undergraduate) and Fazil (postgraduate) degrees are linked to the traditional madrassa education system, which does not match the standards of modern university education.
Madrassa degrees UGC Jamal is in conflict with the Act
Jamal Siddiqui said, ‘On November 5, 2024, the Supreme Court upheld the validity of the Uttar Pradesh Madrasa Education Board Act 2024, but declared its higher education related provisions (Kamil and Fazil degrees) unconstitutional. The Court clearly stated that these degrees (which were considered equivalent to graduation and post-graduation) were in conflict with the University Grants Commission (UGC) Act, as the UGC regulates the standards of higher education. With this decision, these degrees have become invalid and recognizing them as graduates would be a tampering with the legislative process.
He said, ‘According to Section 6(3) of the Uttar Pradesh Legislative Council Act, 1961, it is mandatory for a candidate for graduate constituencies to have a graduate degree from a recognized university. In the Supreme Court’s decision, Kamil and Fazil courses are no longer equivalent to UGC recognized graduate degrees.
Jamal Siddiqui’s humble request to CM Yogi
Jamal Siddiqui said, ‘I humbly request that in compliance with the decision of the Supreme Court dated November 5, 2024, the process of inclusion of Kamil and Fazil degree holders in the (MLC) graduate voter list should be immediately stopped.’
