There has been a big change in the supply of commercial cooking gas (LPG) to hotels, dhabas, hospitals, schools and migrant laborers in Delhi. The government released the new policy on 26 March 2026. Food and Supplies Minister Manjinder Singh Sirsa said that now the allocation will be based on the average consumption of the last three months and the daily supply has been increased from 20% to 50%. Question 1: What changes has the Delhi government made in the policy of commercial LPG cylinders?
answer: Manjinder Singh Sirsa announced the revised policy on Friday. Now the allocation of commercial LPG cylinders will be decided on the basis of the average consumption of the last three months of the consumers. Earlier it was 20% of the average consumption, now it has been increased to 50%. Instead of 1,800 cylinders (equivalent to 19 kg) daily, now 4,500 cylinders will be available.
In simple words, how many cylinders you have used in the last three months will be calculated. Then on this basis you will get the next cylinder.
Question 2: Why was this change made?
answer: Due to the ongoing war in West Asia, oil marketing companies had limited commercial LPG supply to 20% on March 4, 2026. Now when the situation became normal, the government increased it. Manjinder Singh Sirsa said that priority will be given to essential services like health, education and migrant laborers who do not have valid gas connections.
Question 3: How many cylinders will be distributed daily and how will they be distributed?
answer: A total of 4,500 cylinders (equivalent to 19 kg) will be distributed daily. Of these:
- Current 20% allocation: 1,800 cylinders
- Extra 10% Allocation: 900 cylinder
- Extra 20% Sectoral Allocation: 1,800 cylinders
Two methods have been devised for this. In the first method, 7 categories have been kept, which will get 5 kg cylinder. On the other hand, excluding 7 categories, 19 kg cylinders will be allotted.
- In the allocation of 19 kg cylinders (except Category 7), IOCL will have 58% share, BPCL 27%, HPCL 15%.
- For 5 kg cylinder (only for Category 7), gas will be taken from IOCL 32.5%, HPCL 32%, BPCL 35.5%.
Question 4: How will the allocation be distributed among the 7 categories?
answer: The central government has created a systematic category for cylinder allocation.
Question 5: What are the two priority sectors?
answer: Category 1 and Category 7. Category 1 will get 100% cylinders as per its entire requirement. If the need is more, then it will be given to them by making deduction from Category 3 (hotel-dhaba). Under Category 7, migrant laborers will get 180 cylinders (19 kg equivalent, i.e. about 684 cylinders of 5 kg) per day as ‘Protected Social Allocation’.
Question 6: How will migrant laborers get 5 kg cylinder?
answer: Only on written request. The consumer will have to submit his application to the distributor on official letterhead. The distributor will issue a system generated invoice or cash memo and take acknowledgment of delivery. To prevent diversion, companies will keep complete records of workers (including Aadhar card).
Question 7: What are the other terms of cylinder delivery?
answer: All commercial consumers are required to register with OMC or complete an application for PNG connection with Indraprastha Gas Limited (IGL) (whether PNG network or not). In case of shortage of supply, they will be distributed on FIFO (First In, First Out) basis. Companies will have to send category-wise reports to the department by 11 am every day.
Minister Manjinder Singh Sirsa has appealed to the people not to fall prey to rumours. He said, ‘The situation is completely normal. The supply through OMC is going on smoothly. I request people not to spread rumours.
This change is a relief news for hotels, dhabas, hospitals, schools and laborers of Delhi. Now cylinders will be available after seeing the average consumption, no sector will be troubled without any reason. The supply has increased as soon as the policy was implemented.
