EC Raid: Big action by ED! Raids in Nandurbar, Mumbai and Barmer, manipulation of Rs 406 crore


Mumbai Zonal Office, Directorate of Enforcement (ED) conducted search operations at 12 locations in Nandurbar, Mumbai and Barmer on 01 December 2025 under the Prevention of Money Laundering Act (PMLA), 2002. The action was taken as part of an investigation into the misuse of foreign contributions against Jamia Islamia Ishatul Uloom (JIIU) Trust, Yemeni national Al-Khadami Khaled Ibrahim Saleh and others.

During the search, approximately Rs 9 lakh in cash, several suspicious documents, and digital devices were seized. ED started this investigation in FIR No. 0030/2025 and was initiated on the basis of charge sheet. The accused list included Al-Khadami Khaled Ibrahim Saleh, his wife Khadega Ibrahim Kasim Al-Nasheri, and trust founder Ghulam Mohammad Randhera Vastanvi. (Ghulam Mohammad Randhera is now dead.)

Helped to stay in India

The investigation revealed that the accused Yemeni nationals were helped to stay in India even after the expiry of their visa period and they were helped in opening fake Aadhaar, PAN, birth certificate and bank accounts. JIIU employed Al-Khadami as a madrasa teacher and provided misleading information to attract foreign donors. According to preliminary investigation, JIIU received foreign donations worth about Rs 406 crore from 2014-15 to 2023-24, much of which was also spent in cash. Initial findings suggest that the funds were used for unauthorized purposes.

The evidence collected also shows that the Trust misused national research incentives to secure funding for itself. Earlier, the Home Ministry had canceled the FCRA registration of JIIU on July 15, 2024, as the trust was diverting foreign funds to other non-FCRA NGOs. ED investigation is still going on.
