The Enforcement Directorate (ED) has taken major action in the much talked about liquor scam case of Chhattisgarh. ED’s Raipur zonal office has temporarily attached assets worth Rs 61.20 crore of Chaitanya Baghel, son of former Chief Minister Bhupesh Baghel. This action was taken on 10 November 2025.
Action on plot, land and bank balance
In its action, ED has attached a total of 364 plots and agricultural lands of Chaitanya Baghel, whose value is said to be around Rs 59.96 crore. Apart from this, an amount of about Rs 1.24 crore has also been seized in bank balance and fixed deposits (FD).
Investigation related to scam worth Rs 2500 crore
This investigation was started on the basis of FIR registered by ACB/EOW of Raipur. Police investigation revealed that this liquor scam caused huge loss to the state government and illegal earnings of about Rs 2500 crore were made. This money went to a few selected people.
ED claims – Chaitanya Baghel was the controller of ‘Liquor Syndicate’
According to ED, Chaitanya Baghel was the top controller of the entire liquor syndicate. He kept complete accounts of the money collected illegally and decisions related to recovery, transfer and distribution of money were taken with his approval. The investigation also revealed that Baghel got direct benefit from this scam.
Attempt to convert ‘black money’ into white by investing in real estate
ED said that Chaitanya Baghel tried to make this illegal earning appear legitimate through his real estate company “Baghel Developers”. With this money he developed a project named “Vitthal Green”.
Arrest and other accused
ED had arrested Chaitanya Baghel on 18 July 2025. He is currently in judicial custody. ED has so far arrested many big names in this case, which include-

- Arvind Singh
- Trilok Singh Dhillon
- Anwar Dhebar
- Arun Pati Tripathi (ITS Officer)
- Kawasi Lakhma (Former Excise Minister and current MLA)
Properties worth Rs 276 crore attached so far
Till now, ED has attached assets worth more than Rs 276 crore including Chaitanya Baghel’s properties. The investigating agency has said that investigation into the entire matter is ongoing and more revelations are possible in the coming days.
