For the first time in the country, an Indian nationwide survey of consumer complaint redressal has been conducted. This survey has been released by India Justice Report. In the survey, Andhra Pradesh has topped among the big states and Meghalaya has topped among the small states. It has been said in the report that consumers have raised maximum complaints related to insurance, housing and banking sectors. 35% of the cases in State Commissions are pending for more than three years. Apart from this, more than half of the posts of chairpersons and members in state commissions remain vacant in 2025.
This report has been released under public figures and facts based on information received from RTI and answers given in Parliament. Its purpose is to find out how capable consumers are in fulfilling their statutory obligations under the Consumer Protection Act 2019. In this survey, ranking of the state has been prepared on 11 parameters related to budget, infrastructure, human resources, workload and gender diversity.
Ranking of states divided into two parts
The ranking of states is divided into two parts. The first part of these is from those states which are large and medium in size. Apart from this there are 9 small states. Andhra Pradesh is at number one among these. This is followed by Madhya Pradesh, Rajasthan, Karnataka, West Bengal, Haryana, Tamil Nadu, Assam, Uttarakhand, Uttar Pradesh, Maharashtra, Kerala, Bihar, Gujarat, Punjab, Odisha, Chhattisgarh, Jharkhand and Telangana. Whereas among small states, Meghalaya and other consecutive states include Sikkim, Himachal Pradesh, Goa, Nagaland, Mizoram, Tripura, Arunachal Pradesh and Manipur at number one. Apart from these, ranking has not been given to seven union territories.
While releasing this report, former Supreme Court judge Justice Sanjay Kishan Kaul has said that if the law is not implemented then the purpose for which the Parliament implements the law remains incomplete. He has termed the information revealed in this report as worrying. Because of this, consumers have got protection from the 2019 Act. But more than half the posts of chairperson and members in state commissions are vacant. Commissions have not been formed in all the districts. These posts were not filled even after court orders.
How many cases are pending in the last three years?
The report has revealed that about 4047 cases are pending in Kerala for more than three years. There are 1190 cases pending in Jammu and Kashmir, 552 in Jharkhand, Uttar Pradesh 9122, 521 in Uttarakhand, 168 in Assam, 2942 in Madhya Pradesh, 2427 in Haryana, 1 in Lakshadweep, 46 in Goa, 2852 in Karnataka, 4 in Andaman Nicobar. Apart from this, 1 case is pending in Nagaland, 3 in Puducherry, 1 in Meghalaya, 370 in Rajasthan, 56 in Himachal Pradesh, 2 in Sikkim, 81 in Andhra Pradesh.
Ranking prepared on the basis of these parameters
The parameters on the basis of which the ranking has been prepared. They include Chairman vacancy, Member vacancy, Chairman vacancy, Member vacancy, Staff vacancy, number of women among Chairman and members, percentage of women in staff, case disposal rate, cases pending for three years, percentage of District Commissions in the list of districts, budget utilization.
