In a major action on Monday (November 24, 2025), the Shimla team of the Enforcement Directorate (ED) has temporarily attached the property worth about Rs 1.84 crore of former District Treasury Officer (DTO) Satish Kumar in Sunny Enclave, Mohali. This action has been taken under PMLA. The property attached by ED includes a 200 yard plot and the house built on it. Whose current market price is said to be around Rs 1.84 crore.
ED had started this investigation on the basis of the FIR which was registered at Nahan Police Station. In the FIR, Satish Kumar was accused of tampering with the e-pension software during the years 2012 to 2018 while holding the post of DTO, Nahan.
What was revealed in ED investigation,
ED investigation revealed that Satish Kumar made changes in the pension register and software and released money in the name of dead or non-existent pensioners. This money kept getting deposited in the bank accounts of him, his wife and children.
According to ED, the entire amount of money which was to be released to 95 genuine pensioners was taken into his possession by Satish Kumar and the total amount was Rs 1 crore 68 lakh 66 thousand 371. Investigation revealed that Satish Kumar bought a plot in Mohali with the scam money, constructed a house on it and tried to make this money appear clean and legitimate. That is, this money was invested in property and presented as legitimate income.
After the charge sheet was filed, the special court pronounced the sentence.
The charge sheet in this case was filed on May 31, 2023. After this, the special court of Nahan declared Satish Kumar guilty and sentence was pronounced against him. ED says that the current price of the property in the market is approximately Rs 1 crore 84 lakh 91 thousand 651, hence the entire illegal earning of Rs 1.68 crore has been confiscated in the form of property.
