Congress MP Manish Tiwari has given a statement on the three bills to be presented in Parliament on behalf of Union Home Minister Amit Shah. The Congress MP said on Wednesday (August 20, 2025) that these three bills are against the fundamental form of the Constitution of India. The Constitution of India says that you are innocent until your crime is proved. He said, ‘You cannot make any investigating officer or SHO the boss of our Prime Minister.’
Congress MP Manish Tiwari said in the Lok Sabha, “The migration structure of the Constitution of India says that the law should be ruled and the rule of that law is that you are innocent, when your crime is not proved.”
Bill violates Section 21 of the Constitution: Manish Tiwari
The Congress MP said, ‘This bill, introduced to amend the Constitution, violates Section 21 of the Constitution. Under which the person can be convicted for FIR, arrest, charge sheet and in any way confirmation of crimes.
He said, ‘This bill damages democracy in Parliament, which is included in the basic structure of the Constitution. This is an attempt to crush the voice of the public. He said, ‘This bill also opens doors on behalf of the state institutions to misuse political, whose Supreme Court has repeatedly objected to arbitrary conduct.’

He further said, ‘This bill ignores all the existing constitutional security measures of collective responsibility, judicial review, no -confidence motion, Ayogya and conviction. In such a situation, this bill, introduced by Union Home Minister Amit Shah to make a 130th amendment in the Constitution, becomes completely non-essential and unconstitutional. Therefore, I completely oppose these three bills and request the Home Minister to withdraw these three bills. ”
