In a major move to curb the commercialisation of school education, Delhi Education Minister Ashish Sood on Monday introduced ‘The Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025’ in the Delhi Assembly.Speaking in the House, Sood said, “Education is not a thing to be sold… This bill has been brought to stop the commercialisation of education. We are bringing this bill to take action against those mafias who are selling education,” as reported by ANI.

Bill seeks transparency and accountability in fee hikes

The bill aims to bring greater transparency in how private schools in Delhi determine and revise their fee structures. Key provisions reportedly include:

  • Prior approval for any fee hikes from a government regulatory body
  • Mandatory disclosure of fee breakdowns and justifications
  • Penalties for schools violating rules, including fines and de-recognition
  • A formal mechanism for parents to file complaints

Response to growing concerns from parents

The legislation follows repeated concerns from parents about unexplained fee increases in unaided private schools. It is expected to create a more accountable fee regulation framework, ensuring that education remains a public good, not a commercial product.If passed, Delhi will join a small group of states that have enacted specific laws to rein in private school fee exploitation.
