According to the SIR order issued on June 24, 2025, the draft voter list issued on 1 August 2025 will include the names of those whose calculations will be received before 25 July 2025. Voters can submit their documents anytime before 25 July 2025.

Congress President Mallikarjun Kharge’s social media platform ‘X’ did, in which he said, ‘The BJP itself seems to be trapped in the master plan made by the BJP to take away the right to voting of crores of people in Bihar with the help of the Election Commission. From the very first day, the Congress party is raising voice against Special Intensive Revision of Electoral Rolls (SIR).
He further said, ‘Why are those who have been voting for elections, why are they being asked to show paper for voting. Forcibly snatching the franchise of poor, weak, deprived, Dalits, victims, backward people is a conspiracy of BJP-RSS. About 8 crore people will suffer it.
BJP is misleading voter
Kharge further said, ‘ECI is the responsibility of fixing the voter list, not the public. When the pressure of the opposition, public and Civil Society increased, the Election Commission has published this advertisement today. Those who say that now only the form is to be filled, there is no need to show paper, it is part of the BJP trick to trick and confuse the public. The truth is that the BJP has decided that they will die by crushing democracy.
The Congress president further said, ‘When the public is opposed, they cleverly take one step back. Bihar is the birthplace of democracy, the people of Bihar will definitely respond to this BJP attack on democracy and constitution.
SIR’s initial stage complete
At the same time, the Election Commission has made it clear that the initial phase of Bihar SIR has been completed. The printing and distribution of forms is almost complete, no changes have been made in the SIR, as rumors were being spread by some people. On Sunday (July 6, 2025), 1.69 crore (21.46%) calculation forms have been collected and uploaded to 7.25% ECINET.
